Register as a waste carrier, broker or dealer

Registration helps us make sure that controlled waste is transported and disposed of legally and safely

Who needs to register as a waste carrier, broker or dealer?

If you transport waste as part of your business, you will need to be registered as a waste carrier.

If you arrange for waste from other businesses or organisations to be transported, disposed of, or recovered, you need to register as a waste broker now.

If you buy and sell waste, or use an agent to do so, you need to register as a waste dealer now.

There are two levels of registration – upper tier and lower tier. They are based on organisation type or waste type and not on quantities of waste. You may still be required to register in the upper tier even if you only transport or deal in very small amounts of waste.

Important changes to electronic payments

Our bank details have changed. If you want to pay for your permit or licence application by electronic transfer, use our new bank information below. Please look at the ‘Our charges’ section of our website for full details of the changes.

We will update our forms as soon as possible, but please use the new bank information on Our Charges page when making electronic payments from now on. Do not use the details given in our permit/ licence application forms and guidance if they are different to those above.

How to register or renew

Our online registration system is currently offline. Please use the paper form given at the bottom of this page to register or renew your Licence.

Please also be aware that there may be temporary issues with the online public register. There is an alternative version available at the bottom of our public register page and we recommend searching both versions to ensure that a carrier is registered.

Please renew no earlier than 2 weeks before your registration is due to expire. There is no charge for Lower Tier registrations.

Cost of a new registration is £154

Cost of renewal (before expiry date) £105

Copy Cards (credit card version of licence) £5 each

All registrations are VAT exempt. We do not send invoices or receipts of VAT.

You can register by post by completing the application form(s) at bottom of this page. If you are unable to print documents please call us and we will post the documents to you.

For Bank Transfer payments please create a unique reference for your payment which we will link to your application. Your unique reference must begin with WCAPP followed by the first 3 initials/digits of your business and a 4 digit number of your own. For example:

WCAPPNRW0001

Please quote your Bank Transfer payment in the body of your email when attaching your completed application form.

Once registered your business will appear on the waste carrier and brokers public register.

What happens after you register?

We will inform you within 15 working days (three weeks) if your registration has been successful. If you apply online it will usually be much sooner.

If we cannot accept the registration for any reason we will let you know.

Please note - Natural Resources Wales no longer issues paper copies of a waste carrier certificate. You will receive your confirmation of registration via email. Your new CBDU reference number is proof of your registration and confirmation you are registered. This can be viewed via the public register. If you send us a paper application and do not have an email address we will send you a paper confirmation which reflects the same information on an email confirmation.

Amendments

What you can ask us to amend:

  • Changes to correspondence/customer contact Ie address, phone number, email
  • Changes to registered business address
  • If a company - adding and removing director details
  • Changing partnership names/details

What you can't ask us to amend:

  • Changing legal entity Ie changing your registration from a sole trader to a limited company

Change of legal entity

If you require to change the legal entity of your registration, you would have to re-apply under a new registration which would include your change of legal entity details and the fee of a new registration £154.00
