Natural Resources Wales have decided to issue a regulator initiated variation to the permit EPR/WB3490HQ for Hirwaun Materials Recovery Facility, located on Ninth Avenue, Hirwaun Industrial Estate. The permit is held by the Operator, Enviroparks (Wales) Limited.
As part of a wider NRW project to update permits across the waste treatment sector, this permit has been varied following the publication of the revised Best Available Techniques (BAT) Reference Documents (BREF) for Waste Treatment. The BAT conclusions were published on 17 August 2018 in the Official Journal of the European Union. Although the UK left the EU on 31 January 2020 and entered a transition period until the 31 December 2020. The legal obligations relating to compliance with environmental permits and legislation continue to apply.
We are satisfied that the operator will be compliant with the published BAT conclusions, which will apply from 17 August 2022 or prior to operations commencing, whichever is the later. If the Operator wishes to undertake activities that are currently not included in the permit, then they must submit an application to vary the permit. All proposed activities are assessed against the relevant BAT conclusions during NRW’s determinations.
