Packaging producers guidance

If you have an annual turnover of more than £2 million and handle more than 50 tonnes of packaging a year, you are required to meet the producer obligations under the packaging regulations.

You will also have recycling obligations if you own the packaging on which you perform an activity and supply it to someone else or if you import packaging.

These regulations apply to groups of companies: if you are a holding company or part of a group you may need to comply.

Registering as a packaging producer

Producer compliance schemes

Packaging compliance schemes are businesses that take on the legal obligations of packaging producers, and are responsible for obtaining evidence of recovery and recycling.

Extended producer responsibility for packaging

Packaging producer responsibility is changing to introduce extended producer responsibility.

If you’re affected by the new extended producer responsibility for packaging you will need to start collecting the correct packaging data in 2023.
