Energy Efficiency Directive – proposed guidance on cost benefit analysis

One Article in the Directive is Article 14, which encourages the identification of cost-effective potential for delivering energy efficiency.

This consultation is specifically about the Energy Efficiency Directive Articles 14(5)–(8) (Promotion of efficiency in heating and cooling). This clause has the overall objective to promote efficiency in heating and cooling through requirements on developers of certain installations.

These installations, above 20MW thermal input, will need to consider the opportunities for developing co-generation, recovering waste heat and supplying heat to district heating and cooling networks. This includes requirements in relation to a cost-benefit analysis for such installations.

Natural Resources Wales is working with the Environment Agency on consulting on proposed guidance, along with a spreadsheet, on how to undertake such a cost-benefit analysis. The purpose of this consultation is to share and gather feedback on the draft guidance and spreadsheet, and views on these are welcomed.

The result of this consultation will inform future revisions to guidance on energy efficiency under the Environmental Permitting (England and Wales) Regulations 2010.

Following this consultation, Natural Resources Wales and the Environment Agency will jointly consider the consultation responses to inform its subsequent guidance, seeking to ensure a common approach for Wales and England.
