The role

Are you an expert in nuclear strategy and regulation, ready to influence major energy infrastructure decisions in Wales? We’re looking for a highly experienced professional to lead the development of nuclear policy and strategic regulatory input at the national level. 

As Principal Nuclear Strategy & Policy Advisor, you’ll provide authoritative advice on nuclear energy, regulation, and permitting – representing Natural Resources Wales (NRW) in key national discussions with UK and Welsh Government, industry, and regulatory partners. Your work will directly support the safe and sustainable deployment of new nuclear technologies and guide the responsible decommissioning of legacy infrastructure. 

You’ll play a lead role in shaping NRW’s position on emerging nuclear developments, including the Generic Design Assessment (GDA) and Justification processes, ensuring Wales has a strong voice in national energy planning. As a key member of the Radioactivity and Industry team, you will also help guide NRW’s broader approach to radioactive substances and industrial environmental policy.

What you will do

  • Lead the development of long term policies, strategies, plans and programmes for a wide portfolio related to nuclear industry, radioactive substances and the sustainable management of natural resources; 
  • Provide the technical leadership and expertise for the setting and implementing of NRW’s policy, strategy, guidance and operational plans; 
  • Provide high-level advice to others, including Senior Managers and external stakeholders and contribute to the overall strategy, policy, and plans for Nuclear in Wales. 
  • Build and maintain relations with key stakeholders, across sectors including at Wales, UK and international levels to ensure that NRW fulfils its roles and duties and successfully influence the policy, strategy and activities of other organisations; 
  • Lead specific complex issues such as the provision of generic design assessment, justification, nuclear new build, advice, guidance, evidence, corporate targets/plans, legislation change, and technical briefings to staff at all levels including undertaking horizon scanning to ensure that future risks/issues and opportunities are identified and where appropriate harnessed applying evidence at a highly technical level; 
  • Work with EPP policy leads and Operations to ensure that our functional responsibilities, strategic approaches and interventions are fit for purpose and implemented; 
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

  1. You will have a Masters or equivalent professional qualification or have the equivalent practical knowledge with experience of the nuclear industry or regulating nuclear sites. 
  2. Knowledge of: Welsh, UK and EU legislation related to regulatory work and the environment; Welsh &  UK Governments & EU policy drivers in regulation, the environment and Brexit;   
  3. Expert knowledge of all activities relating to a range of NRW’s regulatory functions; 
  4. Knowledge and practical understanding of how to overcome the complex priorities, drivers and barriers faced by NRW, partners and stakeholders involved in delivering natural resources and the environment outcomes in Wales.  
  5. Knowledge and understanding of the priorities of partners in the private, public, education and third sector and opportunities for collaboration; 
  6. Experience of NRW’s range of  regulation and the complex  drivers and barriers to delivery of our regulatory duties. 
  7. Working in a programme and project management environment with Project Management experience and/or qualifications; 
  8. Representing the organisation in high profile and contentious issues in the public arena; 
  9. Share your knowledge and expertise to help solve problems, supporting all Heads of Business in EPP as required. 

Welsh language level requirements

  • Essential:  Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
